Bangladesh - Implementation of Advance Cargo Manifest for Import Shipment


Dear Valued Client,


In accordance with World Trade Organization’s Trade Facilitation Agreement (TFA) and National Board of Revenue (NBR), Bangladesh is going to implement Pre-Arrival Processing (PAP) from 1 July 2019. Customs House Chittagong has issued a notice (circular) to all concerned to follow the mentioned timeline.


Effective 1 July 2019, the following process must be adhered to:


? Shipping Lines (Carriers) must submit the complete Electronic Cargo Manifest [i.e. Import General Manifest (IGM)] 48 Hours before the vessel departs from the last port of call.


? NVOCC/ Freight Forwarders must file their House B/ladings 48 Hours before the vessel departs from the last port of call.


To ensure accuracy and on-time manifest submission, kindly complete your Shipping Instruction and submit to our documentation department before the vessel departs the Port Of Loading at Origin. The Shipping Instruction must also contain the following mandatory data:


? Local consignee and Notify with Business Identification Number (BIN) or Agent Identification Number (AIN), full style address/phone number/fax number and person to be contacted.


? Description of goods.


? Commodity code (HS6).


? Container(s) and seal number(s).


? Gross weight.


? Hazardous CODE – IMCO + UN No. (when applicable)


It is also important to take note that in the event of incorrect declaration / non filing of House B/lading , the containers will not be allowed to discharge and therefore will be returned to the Port Of Transhipment and heavy penalties will be imposed by the Bangladesh Customs. In such cases all costs will be to the account of shipper.
